Members received information from Catalyst in relation to the potential involvement of the voluntary, community, and social enterprise (VCSE) sector in the delivery of home care and help support people at home. This included non-personal care support and volunteer befriending schemes, in addition to the development of mutual organisations set up to deliver registered home care services.

Steve Rose (Catalyst) was in attendance at the meeting and briefed Members on the opportunities for the VCSE to be involved in the delivery of help and support for people at home. This included non-personal care support and volunteer befriending schemes, in addition to the development of mutual organisations set up to deliver registered home care services.

Members also considered the summary of evidence received to date during the review and formulated some draft recommendations.

Members had considered a range of information during the review and this had been summarised to help Members consider areas for draft recommendations. Additional information, including outstanding consultation results would also be provided over the next two meetings.

The summary of evidence received to date was attached to the report.

A draft final report would be considered at the meeting on 24 February 2015, and the review was scheduled to report to the meeting of Cabinet on 12 March 2015.

Members considered an update on the work of the Tees Valley and Regional Joint Health Scrutiny Committee.

Hartlepool Council chaired and supported the Joint Committee during 2014-15.

The minutes of the meeting of 27 November 2014 were attached to the report.

The meeting on 22nd January 2015 had considered an update from the Ambulance Service, Any Qualified Provider, and the Tees Suicide Prevention Plan following the work of the Middlesbrough Health Scrutiny Panel. The relevant papers were attached to the report.

It was agreed that a copy of the update from the Ambulance Service be emailed to Members.

The next meeting of the Regional Joint Committee would be on 24 February. Papers would be circulated for information in due course.
