Cllr Mohammed Javed declared a personal/non prejudicial interest further to being employed by Tees, Esk and Wear Valley NHS Foundation Trust.

Cllr Ray McCall declared a personal/non prejudicial interest further to being a member of the Council of Governors and an Associate Hospital Manager for Tees, Esk and Wear Valley NHS Foundation Trust.

Cllr Evaline Cunningham declared a personal/non prejudicial interest further to being a Board Member of the Eastern Ravens Trust.

Cllr Norma Wilburn declared a personal/non prejudicial interest further to being a Governor at Abbey Hill School.

Consideration was given to the draft minutes of the meeting held on 23rd April 2012.

Members were requested to consider the proposed approach to consultation in relation to the EIT review of Learning Disability services.

Cabinet had considered the Committee's proposals for changes to services at its meeting of 17 May, 2012 and these proposals were subject to a 12 week period of consultation in order to gather views of all relevant parties before a final decision was taken.

The advocacy organisation Stockton Helps All (SHA) would be providing support to service users during the consultation and were in attendance at the meeting. Paul Jarvis detailed their approach to the consultation. Louise Featherstone (SDAIS) was in attendance and detailed what information/visual aids they would be using to generate discussion with individuals with learning disabilities.

Members were provided with a copy of the latest version of the consultation document 'Consultation on Proposed Changes to Adult Learning Disability Services - Your chance to tell us your views June 2012 to August 2012'. The documents had been circulated for final comments.

Members were satisfied with the structure of the consultation process. They felt that it was important to get a representative sample and to ensure that as many people as possible with learning disabilities and their carers be involved in the process. Members also felt that it was important to provide feedback following the consultation process.
