588 DRAFT MINUTES OF MEETING HELD ON 17TH AUGUST AND 30TH AUGUST 2006 - TO FOLLOW
CONCLUDED that the minutes of the 17th and 30th August were agreed as a true record with the following amendment:-

17th August - Addition of a personal/non prejudicial declaration of interest from Councillor Fletcher due to being a Member of Egglescliffe Parish Council.
589 PERFORMANCE REVIEW ISSUES
CONCLUDED that there were no performance issues to discuss.
590 REVIEW OF PRESTON PARK AND HALL TO DISCUSS FINDINGS AND RECOMMENDATIONS FOR THE REVIEW
CONCLUDED that following discussions the Committee agreed to endorse the findings and recommendations outlined in the briefing paper.
591 FUTURE WORK PROGRAMME
CONCLUDED that the Committee agreed to examine the Stockton International Riverside Festival and the Council's involvement in the Billingham International Folklore Festival. Suggestions for further topics for scrutiny would be discussed again at the next Committee meeting.

589Members considered whether there were any performance issues to discuss.
590J Hubbard (Museums Manager), reported on the progress of the Heritage Lottery Fund bid for the Winter Garden. The Committee thanked all Officers involved for their efforts.

The Chair updated Members on the next planned stages for the review.

The Committee discussed the findings and recommendations outlined in a briefing paper presented by the Scrutiny officer.
591The Chair advised the Committee that it was Executive Scrutiny Committee's recommendation for Adults Leisure and Culture Select Committee to examine the Stockton International Riverside Festival and the Council's involvement in the Billingham International Folklore Festival, following the completion of the Preston Park Review.

The Committee discussed the following topics as possibilities for future scrutiny reviews:-

- Utilisation of River Tees
- Vulnerable Adults
- Further review of aids and adaptations (suggested by Councillor Mrs Cains)
- Welfare Benefits

The Committee noted that no suggestions for reviews had been received from Members of the public.
