Consideration was given to the draft minutes of the meeting held on 23rd February 2017.

Consideration was given to the Action Plan for the Scrutiny Review of Dog Fouling.

Members raised the following points/questions:

- It was asked whether members of the public often made calls to report individuals that did not pick up after their dogs. In response, it was noted that while some did call the service to report repeat offenders, in order for any action to be taken, an officer would need to witness the offence first hand.

- The Committee agreed that if offenders were issued with a Fixed Penalty Notice, it would raise awareness of the implications of irresponsible ownership.

- Members commended the service on the results achieved despite low staff numbers.

- Concerns were raised around members of the public resorting to dealing with problems personally if the Local Authority did not take action. It was explained that members of the public should report incidents to the Cabinet Member who would then arrange to send a letter to the offender.

- Members noted that if the address of the reported offender was known, an officer would hand deliver a warning letter to the address.

- It was agreed that engagement with the public was important. It was explained that officers engaged with all dog walkers and not only those reported as offenders.
