Consideration was given to the draft minutes of the meeting held on 23rd March 2017.

Members considered a draft scope and project plan for the committee's review of Membership of Local Government Bodies which would look afresh at the council benefits from membership of those bodies within the review and how information is disseminated from them. A table was shown which, once updated, could be presented setting out membership of bodies, subscription, meeting frequency, attendance and funding. It was proposed to send an email to SMT, group leaders and members appointed on the bodies to obtain views as to the benefits of membership.

Members discussed attendance at the meetings of outside bodies and the difficulties experienced in attending outside the area, particularly for a short period of time, also the expense this incurred. It was felt there were other benefits to membership for example information provided, in addition to attending meetings.

Members felt it would be useful to have a list of elected members/officers who attend meetings, for the purposes of information sharing.

It was suggested that Members be invited to attend or give comments to Select Committee to discuss their involvement and views on membership of outside bodies - this would be reported to the next meeting.

The benefits of collective procurement and discounts available from membership of specific bodies were discussed. It was suggested that information be obtained to quantify savings achieved vs cost of membership.

AGREED - That the scope and project plan be approved and Members be invited to the committee's next meetings.

Discussion took place around the committee's next review which would be security in Preston Park and specifically around anti-social behaviour.

A visit to the park was suggested - this could be added to the draft scope.

AGREED - That the work programme be noted.

The Chairman advised that committee's report on Safety at Railway Crossing Points had been well received and approved by Cabinet.
