The Chair welcomed everyone to the meeting and the evacuation procedure was noted.

Consideration was given to the Action Plan following the completion of the review of the Child's Journey.

The main actions highlighted were are follows:

• Scrutiny Review Of the Child's Journey
- Point 2 - The Bright Minds Big Future Big Committee had recently presented their Big Plan to Cabinet. It was propose that the Big Committee would come back to Cabinet and this Committee for update in October 2019. It was also reported that the BMBF initiative had won a national British Youth Council award. Members agreed to write to the BMBF Big Committee to express their congratulations.

- Point 6 & 7 - work is underway to:
Evidence young people's views.
Engage more with Looked After Reviews.
Introduce new standards around expectations of staff behaviour.
Develop a language ‘that cares'

Consideration was given to progress of the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of:

- Stockton-on-Tees Local Safeguarding Children's Board

- Review of Special Educational Needs and Disabilities (SEND) - Preparation for Adulthood.

Members agreed the assessments of progress, subject to further information being provided on the meetings due to take place in January, as referenced in the update on SEND.

Consideration was given to the Overview and Scrutiny - End of Term Report 2015-2019.

Members were asked to report any feedback on the Scrutiny Review process via email.

It was noted that scrutiny training for any new Members joining a Committee was encouraged. It was noted that a full induction programme, including dedicated scrutiny training, would be rolled out for Councillors following the 2019 Local Elections.

Committee discussions noted as follows:

- The Committee praised the supported provided by the Democratic Services team

- Members discussed the results of several, high profile reviews
