EIT TASK AND FINISH REPORT - INTEGRATED YOUTH SUPPORT SERVICE (IYSS): CONNEXIONS, TARGETED YOUTH SUPPORT & PREVENTIONS
CONCLUDED that Members noted the report and supported the proposal to restructure Integrated Youth Support Services as part of the wider EIT review of Early Intervention Grants services.

Jane Humphreys provided an update on the recent announcements in relation to the Comprehensive Spending Review particularly in relation to the Early Intervention Grants. It was noted that a number of grants including the grant for Connexions, Youth Crime, Teenage Pregnancy, Children's Fund, Children with Disabilities Fund amongst others had been rolled into one grant and that funding levels had reduced significantly.

Members were presented with the final report and recommendations for the EIT review of Connexions. However, it was noted that this would now form part of a wider EIT review of Early Intervention Grants services.

The Committee commented on the positive work carried out in Stockton and the success in reducing the numbers of young people not in education, employment or training (NEET) although Members expressed concern that there were still a high number of NEET/Not Known young people within the Borough.

Members had concerns about the quality of some careers advice provided in schools and commented that it was critical that all young people had access to quality careers guidance.

It was acknowledged that the Council would be in the position of increasing demand on the service with less resources and that there would be a need to focus resources on targeted support.

Members highlighted the importance of early intervention which they felt could start at Primary School but recognised that the service was focussed in the main on the secondary age group.

Members supported the proposal to restructure Integrated Youth Support Services as part of a wider EIT review of Early Intervention Grants services, also taking into account the outcome of the Review of Youth Services.

The next meeting would be held on 9th March 2011 to discuss the action plan from the Youth Service Review and Service reconfiguration proposals.

Members also requested that a further meeting be arranged for Wednesday 30th March 2011 to carry out a review of the Committees work.

Members were informed that their EIT Review of Youth Services had been presented to Cabinet and that all of the recommendations had been agreed. The Chairman thanked the Committee for their hard work and commitment during the review.
