THE EIG REVIEW OF THE IMPACT OF THE INTRODUCTION OF THE EARLY INTERVENTION GRANT - UPDATE REPORT AND EXPANSION OF SCOPE.
AGREED that the update report and expansion of the Scope be approved.

Consideration was given to the draft minutes of the meeting held on 7th September 2011.

Members were asked to consider a proposal by the EIG Review team to expand the scope of the EIG Review-Early Years workstream to include 130 additional employees from within the Children's School and Complex Needs (CSCN) Service in order to facilitate integration of the restructured early years services into the CSCN Service.

Members were also asked to consider progress in the 12 week public consultation on proposed changes to the Early Years Services.

Initial findings from the consultation were highlighted. However, a full review of the consultation would be provided at the next meeting.

Members held discussion on:-

- Location of Children's Centres
- Charging Policy
- Involvement of Partners

Members were asked to consider and approve the proposed scope and timescale for the forthcoming EIT Review of School Effectiveness.

The Review of School Effectiveness was scheduled to be undertaken in the current municipal year as part of the 3 year EIT Programme. An initial proposed scope of this review and the associated timescale was presented to committee at this time so that it could be considered alongside the proposals in the Early Intervention Grant - Early Years Workstream Report. As this latter review now included 130 employees from within the Children's School and Complex Needs (CSCN) Service it influences both the scope and timescale for the Review of School Effectiveness.

A full scoping document would be brought to a meeting of the Committee in November.

Members felt that it was important to raise the profile of Services that Schools could buy into.
