Consideration was given to the minutes of the meeting held on 25th April 2012.

Members considered the action plan for the Review of School Effectiveness. Members agreed the proposed actions and completion dates for the recommendations.

The Committee was asked to consider the assessments of progress contained withing the progress updates on the previously agreed recommendations from the reviews of Child placements and Early Intervention Grants(EIG).

Members requested further information on why the completion dates on recommendations one and four had slipped and new completion dates be set.

The Committee was provided with the scope and project plan for the Review of Quality of Childcare. Members agreed the scope and project plan for the review.

The Committee was provided with an information pack which included:-
- Early Years & Childcare Chronology
- Statutory Duties - Childcare Act 2006
- An Introduction to "A Journey to Outstanding" Quality Improvement Programme
- Government Response to Supporting Families in Foundation Years: Consultation on Proposed Changes to free Early Education and Childcare Sufficiency
- Stockton-on-Tees Borough Council Childcare Sufficiency Assessment final Report 2011
- Childcare Sufficiency Assessment 2011 - 2014 Executive Summary
- Childcare Sufficiency Annual Update March 2012
- Financial Information

Members then received a presentation and the main area's discussed included:
- The local authorities role in relation to childcare
- The current funding formula for 3 and 4 year olds and the present funding for disadvantaged 2 year olds.
- The future proposed funding for disadvantaged 2 year olds which would increase childcare funding from 74 places in 2012 to an extra 700 in 2013 and a further 700 in 2014.
- In the Stockton Borough area there was 219 childminders and 57 settings(day nurseries, playgroups, out of school provisions).
- In March 2012 of all Ofsted inspection 63% were judged good or outstanding. Of the inspection those which were carried out in 2011-2012 78.6% were judged good or better.
- The work that was being undertaken to improve childcare which included each setting having a named officer and adviser which visited termly, each visit would produce recommendation which were followed up, expanding the network of childminders and a new way of recording and measuring a childs progress from birth to five.

The Committee would need to undertake site visits to the different settings which would be organised. Members were informed that the information packs needed to be kept for future meetings.
