Consideration was given to the minutes of the meeting held on 17th September 2014.

The Committee were provided with the draft scope and project plan for the Review of Transition from Primary to Secondary. Along with the draft scope and project plan an introductory presentation was given and the main information included:-
- Performance of primary schools and academies compared to secondary in regard to age related expectations, levels of progress and Ofsted outcomes.
- The social and academic readiness given to allow pupils a smooth transition.
- Appropriate sharing of information i.e. SEN, pupil premium and CAF information.
- Arrangements had been made to have discussion with both primary and secondary headteachers and teachers to explore what could be done better.

It was suggested that Members visit schools to gather evidence and information from both staff and pupils. Members expressed a wish to speak to front line staff as well as head teachers.

Members agreed the draft scope and project plan with the following additional key lines of enquiry:-
- How best could we create an environment for dialogue between primary and secondary schools?
- Was there a case for earlier liaison with primary schools (prior to Year 6)
- What were the benefits of different approaches such as summer school, pupil mentors and fast track schemes?

The Committee discussed and considered the options for phase 1 of the review that included consultation on the following:-
- Ingleby Barwick Primary Admission Zones
- Secondary Admission Zones for South Stockton and Ingleby Barwick
- Primary places for North/Central Stockton
- Increasing the number of places at Ash Trees Primary School for September 2015.

It was agreed that the meeting in November would start at 4.30pm due to Council meeting straight after.
