The Chair welcomed everyone to the meeting and the evacuation procedure was noted. It was also noted that the Governance Officer would be making an audio recording of the meeting to assist in the drafting of minutes of the meeting.

Consideration was given to the minutes of the meeting held on 18th April 2018.

Members were asked to consider the assessments of progress contained within the Progress Updates on the implementation of previously agreed recommendations.

There were outstanding recommendations from the following reviews:

Stockton-on-Tees Local Safeguarding Children Board
Special Educational Needs and Disabilities - Preparation for Adulthood (Initial Progress Report)

Members queried the impact of the Apprenticeship Levy and it was noted that this was to be examined in a separate Cabinet report.

Members reviewed the update and indicated they agreed with the assessment of progress.

As part of the implementation of the previously completed scrutiny review on this topic, Members were provided with a report by the Clinical Commissioning Group that gave an update on:-


• The CCG role and responsibility for Children and Young People (CYP) with Special Educational Needs and Disability (SEND)
• CCG role and responsibility in relation to Preparing for Adulthood for CYP with SEND
• The progress of the work ongoing lessons learned from neighbouring areas and how this has been incorporated into the ongoing programmes of work
• The proposals and next steps

The report follows previous distributions and presentation that had been considered at the meeting held on 24th July 2017.

It was noted that a recent Regional Parent Carer Forum there was a request to undertake more work on reducing the impact of transition points in the health system. Work was ongoing to develop services on a 0-25 age range wherever possible.

A shared vision with the Local Authority has been developed and was almost ready to be signed off.

Consideration was given to the draft final report for Scrutiny Review of Inclusion in Schools. Members considered each recommendation individually and made some suggested amendments to some recommendations.

The draft final report would be amended and circulated to Members for any final comments before it was accepted.
