REVIEW OF OBESITY - INITIAL PROGRESS REPORT
CONCLUDED that:-

1. Recommendation 11 and 26 be amended to '2- Ongoing'.
2. The monitoring report be brought back to the Committee in six months indicating dates when the outstanding recommendations would be achieved.

Members were requested to consider the assessments of progress contained within the Progress Report on the implementation of the recommendations from the review of Obesity.

Members considered the progress against each of the recommendations and felt that the progress against Recommendation No. 11 and 26 had not been 'fully achieved' and should be amended to 'ongoing'.

Members felt that dates should be identified against each of the outstanding recommendations to indicate when they would be achieved. It was requested the format of the progress update be changed to incorporate this for the next monitoring update in approximately six months.

Members were asked to consider the assessments of progress contained within the Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the review of Bullying due to the Lead Officer for this area leaving the authority. The position had now been filled and Members requested that this report be considered at their meeting on 28th February, 2010.

Members were provided with a presentation on Children and Young People Services - Overview of progress, performance and emerging issues. The Presentation was broken down under a number of headings:-

- Be Healthy
- Stay Safe
- Enjoy and Achieve
- Positive Contribution
- Economic Wellbeing
- Cross Cutting Issues
- Inspection and Assessment
- Budget

The figure for young adults not in employment, education or training was requested together with information on new initiatives. It was stated that Members would be sent a copy of the latest figures and a report by Terry Frank, Stockton Locality Manager, CESC.

Members discussed the retention and retainment of Social Workers and it was stated that the Service was looking at ways to strengthen resources and support staff effectively.

Discussion was held on the high levels of educational attainment and the challenges involved in narrowing the gap between the highest and lowest achievers.

Members also discussed the levels of teenage pregnancies, it was stated that this had been a similar figure of approximately 50 recorded teenage pregnancies per quarter for the last few years.

Members wished to express their thanks to Jane Humphreys and all her team for the presentation and their hard work.

Members were provided with an updated Work Programme. The next meeting would be held on 11th November to receive a presentation by Outcomes UK, to which all Council Members would be invited to.
