Members were provided with the scope and a baseline presentation for their EIT review of Connexions.

Jane Humphreys provided an update on the Early Intervention Grant.

Members were provided with background information on the Connexions Service which was introduced following the White Paper: Learning to Succeed (1999) and the Learning Skills Act 2000. The Connexions Strategy 2000 was introduced and a service developed to provide support, information and guidance to school leavers, with cross cutting targets with other service areas such as YOS, Care Leavers, School Attendance and Teenage Pregnancy. The Service was provided by a network of Personal Advisers.

Members were also provided with information on the effects of NEET (Not in Education, Employment or Training) for young people.

Information was provided to Members on targeted Youth Support within Stockton on Tees together with 2010/11 Funding and the legislation around the Connexions Service.

Discussion was held on the recent announcements on the Comprehensive Spending Review and the effects that this could have on the Service. The next meeting on 26th January would look at Options for the Connexions TNF including the Targeted Youth Service.

Members were requested to consider the assessments of progress contained within the attached Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of Bullying and Obesity.

Discussion was held on the outstanding Bullying recommendation regarding the pilot of the reporting and recording database and requested further information on the review of this pilot.

Members discussed the outstanding Obesity recommendations and requested a more detailed update on the wider access of school grounds out of school time.

The next meeting would be held on 26th January 2011 to discuss the Options for Connexions and the Monitoring of Child Placements. The meeting on 9th March would consider the Youth Centre Matrix.
