Cllr Ken Lupton declared a personal/non prejudicial interest in relation to Agenda Item No. 6 - Children and Young People Service Overview further to being a member of the North Tees and Hartlepool NHS Foundation Trust Board.

Consideration was given to the assessments of progress contained within the attached Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of Child Placements, Universal Youth Services, Integrated Youth Support Service, Bullying and Obesity.

The Committee agreed that Recommendation 1 of the Integrated Youth Support Service (IYSS), and Youth Services, could be signed off as complete as the IYSS staff structure had been agreed.

Members were provided with a copy of the Family and Friends Care Policy which was due to go to Cabinet on 8th September, 2011 for comment.

Members were provided with a presentation on the overview of achievements, challenges and emerging issues for Children's Services and for the Stockton Local Safeguarding Board.

Members discussed the figures for those Not in Education, Employment and Training (NEET) and requested that they be supplied with the latest figures, and also for the educational attainment of looked after children to enable Members to compare them with those who are not looked after.

Members requested figures on the amount of young people who were homeless. There had been an increase of young people being made homeless after leaving school. Members requested information on the assessment process for these young people, and the work that was done to try and resolve issues with their families to enable them to return home where possible.

Other issues that were discussed included:-

- Increases in the number of children looked after
- Improvements to the quality of local childminders
- Implications of the Education Bill and associated policies, including safeguarding in schools, and health and safety on school trips
- SEN and Disability Green Paper, and Pathfinders application.
- Baseline figures for school places within the Borough
- Upcoming decisions on Momentum healthcare programme.

It was noted that the report on the implications of the Education Bill would be made available to all Members. Members also requested a copy of the Cabinet report on the Free School applications, and the Pathfinder bid.

Colin Morris was in attendance to provide an overview to Members on the Stockton Local Safeguarding Children Board. Recent changes had been made to their governance arrangements and a small group of key agencies now met on a monthly basis as an executive and reported back to the main board. A new constitution had been signed off. Emerging challenges included the need to maintain the safeguarding profile, and to ensure that the right representatives in the new NHS system are identified and engaged with the Board's work.
