MINUTES OF THE MEETING HELD ON 9TH MARCH 2009
CONCLUDED that the minutes of the meeting held on the 9th March 2009 be approved and forwarded to Council for consideration.

REVIEW OF ANIMAL WELFARE / DOG FOULING
CONCLUDED that:

1. The actions and time scales detailed in the action plan be agreed.

2. Annual email updates be sent to all Members showing the number of dog fouling complaints received from each ward.

REVIEW OF CARBON MANAGEMENT
CONCLUDED that:

1. The scope and project plan be agreed.

2. The Lead Officer and Scrutiny Officer will investigate the possibility of the additional site visits and will report back to Members.

3. 29th June 2009 will replace the meeting date of 15th June.

MONITORING UPDATE REPORTS
CONCLUDED that:

1. The report be noted.

2. Officers will provide the following information on:

- The number of second bins which had been collected?
- The areas that still continue to be a problem regarding side waste?
- The anticipated timescale on dealing with litter offenders?
- The actual tonnage of house waste before and after the recycling review?
- Whether methane could be produced at adequate levels from food waste?

3. An update report of the review will be provided in 6 months.

4. Discussion will be held with the Cabinet Member to find funding to tackle the rats and pigeons in the Town Centre.

There was no Chairs update due to the Chair submitting her apologies for the meeting.

CONCLUDED that no additional work programme is identified as the Environment Committee are about to commence review of Carbon Management.

Consideration was given to the draft minutes of the meeting held on 9th March 2009.

Members discussed the actions and time scales detailed in the action plan.

Members requested annual email updates showing the number of dog fouling complaints received from each ward.

Members considered the scope and project plan for the review of Carbon Management.

In addition to a possible site visit to Rosebrook School Members suggested site visits to the Botanic Centre in Acklam and Esh Winning Eco-learning Centre at Esh Winning Primary School both of which lead the way in carbon management but were outside of the Borough.

The Lead Officer and Scrutiny Officer would investigate the possibility of the additional site visits and would report back to Members.

Members were advised that an alternative date was required for the scheduled meeting of 15th June 2009. Members agreed on a replacement date of 29th June 2009.

Members noted the monitoring update reports for Waste Management, Cemeteries and Memorials, Rats and Pigeons and Customer First.

Members requested that discussion took place with the Cabinet Member to find funding to tackle rats and pigeons in the Town Centre.
