Consideration was given to the minutes of the meeting held on 24th January 2011.

Members were provided with a presentation and briefing note which provided an overview of the Care For Your Area service in preparation for the EIT review that would be undertaken in the new municipal year.

Members were advised that the review would cover all remaining parts of the service with the exception of areas which had already been examined as part of other EIT reviews (i.e. trade waste, highway maintenance, countryside parks).

It was suggested that the following could be considerations for the Committee during the review:

- the application of new and developing technologies to improve waste collection and disposal;

- review of management structures;

- review of waste collection frequencies;

- waste disposal arrangements - it was noted that there was an opportunity for joint arrangements with the other Tees Valley Authorities in 2020 when existing Council arrangements would end at the same time;

- opportunities for income generation (e.g. vehicle servicing and repair, charging at public conveniences);

- investigate alternative depot provision including joint arrangements with other Councils (to inform Building Asset Review).

The Committee requested that new Members be given details of:

- the types of bins issued including the different arrangements for household and commercial collections

- the improvements that had taken place in Care For Your Area since 2005

- details of vandalism in urban parks and the costs of repairs.

Members considered the report which provided the review of work carried out by the Environment Select Committee (previously known as the Environment and Regeneration Select Committee) over the period of 2004 - 2009.

Members were pleased with what had been achieved.
