Councillor Mrs Rigg declared a personal non prejudicial interest in relation to the Care for You Area EIT Review item due to the fact that she was a member of the Egglescliffe and Eaglescliffe Parish Council.

The minutes of the meetings held on 18th April and 20th June 2011 were signed by the Chair as a correct record in the office of Democratic Services.

Consideration was given to the draft minutes of the meeting held on 18th July 2011.

The Committee considered possible options for the EIT Review of Care for Your Area. An indication of whether each option had a minimal, medium or significant impact on the service was given. Members agreed the options with minimal front line service impact would be taken forward, which were:-

- Re-structure/re-configure Management/Supervision
- Round reconfiguration
- Reduced maintenance budgets for Parks Improvement Fund
- Reduce supplies and spend across all services
- Reduced staffing through natural wastage for street cleaning and grounds maintenance
- Increased income from recyclable material
- Further investigation into depot relocation
- Further investigation into outsourcing workshops

Those options with medium or significant impact would not be considered at this stage.

Members would receive the draft final report at the next meeting.

Members received information regarding Waste Management from the Projects and Support Officer in Development and Neighbourhood Services which included:-

- National Levels
- Local Context
- Kerbside Services
- Other Services
- Waste Contracts
- Tonnages
- The future of Waste

The main issues discussed were as follows:-

- Alternative methods of waste collection
- Income generated for kerbside splitting of recyclables
- Finding a site for waste disposal site in Stockton

The Committee requested a site visit to a recycling plant.

Consideration was given to the progress of the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of Built and Natural Environment, Cemeteries 1 Future of Cemeteries, Cemeteries 2 Management of Cemeteries, Carbon Management.

Built and Natural Environment

Recommendations 11 - 14 had slipped due to on going unresolved issues.

Carbon Management

Recommendation 2 had slipped due to changes in reporting and was trialled to be rescheduled for 2012.

Recommendation 7 had slipped due to the uncertainty of Building Schools for the Future.

Recommendation 19 had slipped, further information would be provided at the next meeting.

Recommendation 20 could be signed off and removed as it could not be dealt with due to demise of Building Schools for the Future.
