Consideration was given to the draft minutes of the meeting held on 21st May 2012.

Members received presentations on Energy Efficiency of Housing and Affordable Warmth schemes in Stockton-On-Tees Borough Council by Neil Ellison, Sustainability Manager and a presentation on GoWarm by Karen Hindhaugh, Director of GoWarm which included:

- Stockton's Housing Stock
- Measuring Energy Efficiency
- Collation of Data
- Stockton's Energy Efficiency Profile
- Initiatives (past and present)
- Fuel Poverty Rates
- Fuel Poverty Factors
- Explanation of the GoWarm project
- Details of what was included in the package
- The areas covered under the three phases
- Programme of works
- Residents involvement
- Engagement with Private Landlords
- The benefits to the resident

The main issues discussed were:

- The lack of available data for all properties in the Stockton Borough which would enable officers to have a clearer assessment of the Borough. This was the next development step for the UNO database.
- Statistics for fuel poverty for all Wards were requested.
- Quality Checks were made on the work carried out under GoWarm Community Energy Savings Programme (CESP) Scheme.
- Connection to gas supply was free as part of the GoWarm CESP scheme.
- In addition to the CESP scheme GoWarm could carry out insulation and advice on benefits to residents within Stockton-On-Tees Borough Council.

Consideration was given to the progress of the implementation of previously agreed recommendations.

The Committee requested the following:

EIT Review of Care For Your Area Review

Recommendation 1 - Assessment of progress be changed from Fully Achieved to on track as the recommendation had been carried out but savings could not be confirmed until the end of the financial year.

EIT Review of Built and Natural Environment

Recommendation 11 - Members queried why the introduction of long stay parking charges at Yarm Rail Halt had not been progressed but included with the Yarm High Street parking, as the two had not been intended to be connected and were two independent matters.

Review of Carbon Management

Recommendation 13 - Members requested further information on the progress of the recommendation.

Recommendation 15 - Members queried whether 'mop up' training sessions for video conferencing would be held.

Consideration was given to the project plan and the following was noted:

- Health Issues connected to affordable warmth would be discussed at the next meeting on 16th July 2012.
- The site visit in relation to the Affordable Warmth Review would be held on Tuesday 12th June.
