Cllr Rigg declared an interest in the Task and Finish Review of Community Safety and Security Services as she had a relative who used the Care Call service.

Cllr Wilburn declared an interest in the Task and Finish Review of Community Safety and Security Services due to the fact that his company were involved in the survey of 2008 referred to in the documentation.

The minutes of the meetings held on 30th April, 11th June, 22nd October and 26th November 2012 were signed by the Chairman as a correct record.

Consideration was given to the draft minutes of the meeting held on 10th December 2012.

Cllr Rose, Cabinet Member for Environment thanked the Environment Committee for report the work undertaken as part of their Scrutiny Review of Affordable Warmth.

The report would be presented to Cabinet in February.

Consideration was given to the Scope and Project Plan of the Task and Finish Review of Community Safety and Security Services.

The main aim of the review was to address service improvement and transformation opportunities, focusing on residents' satisfaction. Services that would be covered by the review included:

-Community Safety
-Security Services
-CareCall/Telecare
-Neighbourhood Enforcement Service (NES)
-Concierge Security Service
-Parking Enforcement Team

Members received information regarding the services from the Head of Community Protection, Community Safety Manager, and Security Services Manager, which included:

-Background information on services
-Performance data e.g. corporate performance report, index of multiple deprivation and Tees Valley Crime Statistics.
-Community Services and Care Call customer satisfaction survey results.
-Viewpoint survey results
-Complaints, compliments and commendations log
-Stockton's IPOS MORI residents survey results

The Committee requested further information as follows:

-The IPOS MORI resident survey results for other North East Local Authorities.

Members were advised that a meeting would be arranged for February.

Members were advised that the Chair of Executive Scrutiny had asked for contributions to be considered by Executive Scrutiny for work programmes.

Concern was raised regarding suggestion of items as previous reviews had not brought about change.
