Consideration was given to the draft minutes of the meeting held on 22nd October 2012.

Members were informed that draft report for the scrutiny review of Affordable Warmth would be considered at the next meeting of the Committee on 10th December 2012.

Neil Ellison (Sustainability Manager) and Jonathan Kibble (Sustainable Travel Officer) were in attendance at the meeting and updated Members with regard to the developments in Affordable Warmth.

The update included:-

- The Stockton Community Energy Savings Project (CESP) scheme remained the largest in the UK with 945 houses receiving clad insulation, 231 heating systems had been installed and 397 houses had received loft insulation
- The CESP scheme would come to an end on 31st December 2012 and Eggborough which covers the Stockton area had achieved all of their targets
- Other areas of the country are looking at the Stockton scheme to see why the scheme had been so successful
- A film was being prepared on the scheme
- No details were available yet on the Green Deal which would start 1st January 2013
- Money had been secured from the Department of Health for Warm Homes, Healthy People for winter 2012/13. 800 referrals had been made for the scheme in 2011/12.
- An APSE Award had been won for the programme
- Collective Switching and the possible benefits for the Borough

Members then watched the first part of the film and were very impressed. Members also gave praise to the Officers who had been involved in the CESP scheme.

Members were presented with a report that assessed the progress on the implementation of previously agreed recommendations from the scrutiny review of Carbon Management, and Efficiency, Improvement, and Transformation (EIT) reviews of Built & Natural Environment and Care for Your Area.

Members agreed that recommendation 2 could be removed from the Progress Update - Review of Carbon Management as it had been achieved in other ways and it could be revisited as a Task and Finish Group in 2/3 years.

It was reported that after the scrutiny review of Affordable Warmth the Committee would be looking at Community Safety.
