DRAFT MINUTES OF THE MEETINGS HELD ON 24TH SEPTEMBER 2007, 15TH OCTOBER 2007 AND 29TH OCTOBER 2007.
CONCLUDED that the minutes of the meetings held on 24th September 2007, 15th October 2007 and 29th October 2007 be forwarded to Council for consideration.

Consideration was given to the content of the draft minutes of the meetings held on 24th September 2007, 15th October 2007 and 29th October 2007.

Members were reminded that a review of waste management had taken place in 2005. The review had identified several issues for further scrutiny. In addition new evidence had emerged which gave grounds for a new comprehensive review.

The new evidence centred around the following:-

* Evidence gained from actions in the previous review
* Waste Strategy for England 2007
* Tees Valley Joint Waste Management Strategy 2007
* New challenging targets to meet
* Developments in public awareness and expectations
* Stern Report

A presentation was given to Members which covered the above key areas and also:-

* The targets for Stockton on Tees Borough Council
* Public demand
* The expert witnesses
* Public Involvement

Members were given the opportunity to make comments and ask questions on the presentation and any other aspects of the review.

Members were then presented with the Scope and Project Plan for the review.

Members were asked if they had any suggestions for the next topic for the Committee to scrutinise. It was noted that a short piece of scrutiny work on vermin control was on the Committee's Work Programme to be undertaken by a task and finish group.
