Minutes of the meetings held on 18th December 2008 and 29th January 2009 were signed by the chair as a correct record.

Consideration was given to the minutes of the meeting held on 27th February 2009. Members approved the minutes subject to one amendment as detailed below and that the following be added to the above mentioned minutes regarding the item - Review of Neighbourhood Policing, Neighbourhood Watch and CCTV:-

- The committee discussed the issue of there being a number of community safety agencies in the borough including Neighbourhood Police, and the Neighbourhood Enforcement Service, and that residents were faced with various contact numbers which can cause confusion as to who is the correct contact for a particular problem. The committee discussed the possibility of both the police and council call handlers being able to deal with calls received in error, by transferring the calls or the details of the issue to the correct service, and that this should be included in the recommendations. Members discussed that the call handlers should signpost members of the public to the correct number for similar occurrences in the future.'

The Scrutiny officer presented the Committee with a draft report on the Review of Neighbourhood Policing, Neighbourhood Watch and CCTV.

Members discussed the draft report and provided comments on the draft recommendations. The Committee agreed the recommendations subject to the following being included in recommendation 3: that existing members should also be kept up to date with contact numbers.

The Head of Community Protection informed the Committee that a Cleveland Police Officer was now working in the surveillance control room and was to be there for a minimum of six months.

The Committee wanted a message to be passed on to Neighbourhood Watch notifying them that the Committee were aware of, and appreciated, the valued job they were doing within the community.

Members discussed the scope and project plan for the current review and were advised that the report would be finalised and go to Cabinet on 16th April 2009.
