Cllr Dennis declared a personal non prejudicial interest in relation to Agenda item 5 - Year 3 Review of Communtiy Safety & Security - Further Update, as he was a member of Unite.

Consideration was given to the minutes of the meeting which was held on the 21st July 2011 for approval.

Members received a report advising the Committee of the outcome of consultation with staff and trade unions in relation to the EIT Year 3 Review of Community Safety and Security Services.

The main issues discussed were as follows:

1) The meeting with Unison which took place on the 25th July.

2) The tripartite meeting which was held on the 26th July 2011.

3) Consultation packs which were issued to staff on the 3rd August 2011.

4) The proposals on which the consultation was based

5) Individual employee responses to the consultation of which the majority were in support of the new proposals.

6) The expressions of interest which had been received from three out of the current four Senior Neighbourhood Enforcement Officers for the proposed two senior level posts.

7) Total savings expected to be made from this review including further details of the savings from Emergency Planning Budget and supplies and services budget.

Members requested that it be noted that they were disinclined to accept the recommendations but reluctantly approved them on the basis that no alternatives were forthcoming.

Consideration was given to progress of the implementation of previously agreed recommendations. There was outstanding recommendations from the reviews of Efficiency, Improvement & Transformation(EIT) Gateway Review of Administration, Scrutiny Review of Taxi Licensing, and the Scrutiny review of Choice Based Lettings.

Members noted that the EIT Review of Administration, PA Support, Business Support and Performance Management was complete however the actual savings of 1.3m were below the proposed savings of 1.5m.

It was highlighted that the Review of Choice Based Lettings had slipped and an update would be given at a future meeting of this Committee.

Members discussed the possibility of re scheduling the next meeting of Housing and Community Safety from the 20th October 2011 to the 3rd November 2011.
