Consideration was given to the minutes from the meeting which was held on the 3rd November 2011.

Consideration was given to the minutes of the meeting which was held on the 8th December for approval.

Consideration was given to the draft final report for the EIT(Efficiency Improvement and Transformation) Review of Community Safety and Security Services.

Members considered each recommendation individually and agreed the final report.

Consideration was given to progress of the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of Choice Based Lettings and Taxi Licensing.

Members heard that the outstanding item for Choice Based Lettings would be complete prior to the next quarterly update and that item 1 for Taxi Licensing was still on track for June 2012.

Members were informed that the next topics for review by the Housing and Community Safety Select Committee would be:

- Tobacco Control
- Performance of Housing Providers

The Scope of the Tobacco Review would include:

- The Demand for Tobacco.
- The Supply of Tobacco.

- The Protection of Non Smoker's to Second Hand Smoke.

The Scope of the Performance of Housing Providers would include:

- Have promises been kept as made in offer documents.

- How will current economic climate affect the promises made and what, if any changes will need to be made to the original offer?

Members heard that each topic was to be prepared for review and that a Link Officer was still to be identified alongside a scope and project plan for a future meeting of the Committee.

Members requested that the Assistant Director for Health Improvement attend a future meeting of Housing and Community Safety when reviewing Tobacco Control.

The Committee also requested that a list be drawn up and distributed to Members, detailing the future reviews of the remaining Scrutiny Committees and that the topics which had not made it to review this time were not recorded for future reviews.

Members heard that the Housing Benefits Review which was a previous Gateway Review presented to the Housing and Community Safety Select Committee was to be presented at Cabinet on the 12th January 2012.
