Members were provided with a presentation on the consultation process for Momentum: Pathways to Healthcare.

From 2nd June until 1st September 2008, Hartlepool Primary Care Trust and North Tees and Hartlepool NHS Foundation as a joint NHS Committee are undertaking formal public consultation on how recommendations from the Independent Reconfiguration Panel for the development of a single site hospital.

Members were presented with the presentation that would be provided to the public and interested stakeholders as part of the consultation process, to enable them to make comments on its content. The presentation provided information on the Independent Reconfiguration Panel (IRP) recommendations and the future of our healthcare system. The plans for community based facilities and plans showing the two optional locations for the hospital were explained.

The consultation asks people's views on:-

- NHS Services in or as near to your home as possible, with only things which need to be done in hospital taking place there

- The location of community facilities and the new hospital

- How best the changes can be brought about to build the new healthcare system

The consultation and awareness raising would take place in the following forms:-

- Summit Events
- Public Meetings
- Roadshows
- Interested Groups
- Radio, press releases, newsletters/bulletins, Life Channel etc.
- Other Engagement such as dedicated website, telephone, e-mail, in writing etc.

Members were encouraged to complete the online questionnaire www.momentum-consultation.org.uk and to use the website for any further information they may require.

Members raised questions on the siting of the hospital and were informed that a number of sites had been considered by DTZ using a high level matrix to score and risk assess each of the sites. The two sites that had scored the highest were:-

Site 1 - Adjacent to Samsung Business Park
Site 2 - Green Farm, Wolviston
(The sites were on either side of the A689)

Members felt that further information on the choice of sites needed to be provided at the consultation events particularly in relation to reasons why the other sites were unable to be considered as part of the consultation process.

Members held discussion on transport, road improvements and car parking. Members also queried whether dial-a-ride had been consulted.

The consultation process was discussed further and a copy of the consultation plan which highlighted the different groups that were to be included in the consultation process would be distributed to Members for information.

The next meeting would be held on Monday, 14th July at 4.00pm. The Scrutiny Officer was currently arranging witnesses for the Consultation Review of Momentum for this meeting.

The Chairman informed Members that she would be attending as many of the public consultation meetings for Momentum as possible and would update Members on their outcome at the next meeting.
