The minutes of the meeting held on 10 April 2017 were confirmed as a correct record.

Members received a copy of the SEND Self-evaluation document that had been produced which mapped out key bits of evidence for any future inspection, together with strengths and areas where development was needed.

It was noted that Joint Commissioning was an important element of the Ofsted Inspection and this ran through the self evaluation documents. Specific commissioning elements of SEND would be reported to this Group in due course. The self evaluation didn't clearly show where the local area was in terms of preparedness for inspection and further work on this was on going.

It was noted that much of the commissioning of services was undertaken by the CCG and it was important that it was driving that process and account needed to be taken of the footprint it covered. It was agreed that the work associated with SEND needed to be scoped with realistic timescales. The position of schools would need to clarified in Stockton.

The Group was provided with an update on the sharing of information of Children with EHC plans. This area was a considerable challenge from an information governance perspective and every effort was being made to resolve those challenges.

Members were also provided with the scope and project plan of the Children and Young People's Select Committee Review of SEND, preparing for adulthood.

Members were provided with an update on the Special School Nursing service and noted that the current service had been extended to the end of July 2017.

Members noted that discussions continued with the North Tees and Hartlepool Trust around where the Special School Nursing Services would sit within its structures.

It was noted that the CCG was committed to commissioning the service on a Stockton and Hartlepool footprint.

Special Schools in Stockton had raised a number of concerns, including administering medication and the timeline for the changes. A joint meeting was being organized to hopefully resolve any issues. Individual meetings were also planned.

It was explained that there had been confusion on the role and management of Health and Care Assistants and this needed to be resolved.

The Group received a report that provided an update on progress with regard to a review of 0-19 Healthy Child Programme Services.

Members noted that the proposed service delivery model, within the context of proposed changes to Early Years and Children's Centres would be presented to Cabinet in June, before proceeding to an open tender process. A market engagement event revealed considerable interest from a range of providers to deliver the proposed model.
