At the last meeting of the Panel the Head of Human Resources provided Members with information relating to agency workers.

Members discussed the information provided which was a summary of the number of agency workers within Stockton Council for January and April 2007. Members discussed issues related to the length of employment, the reasons for employment and the effects of job evaluation. In particular, members noted the number of agency staff employed in Care For Your Area and requested that the Head of Human Resources provide a more detailed breakdown of this area to the next meeting of the Panel.

The Head of Human Resources provided an update on the progress of the Stockton/Darlington Partnership.

Phase 1 involved amalgamation of IT, Transactional Finance and HR and Design and Print services.

Members were advised that a Partnership Manager had been appointed and that two Heads of Service would be appointed in the near future. In terms of the recruitment of staff the Head of Human Resources advised that there was no firm date but it was expected that the process would start from January 2008 onwards.

The Panel were provided with Accident and Assault statistics which had been reported to the Health and Safety Unit for the period 1st July 2007 to 30th September 2007. Details of the Health and Safety Training Courses were provided for the same period.

Members discussed the health and safety training provided for agency workers within Stockton Council. The Health and Safety Manager advised that all agency workers were inducted into the workplace. Members requested that the Health and Safety Manager circulate information to members on the type of training provided for agency workers, in particular, those employed by Care For Your Area.

The Head of Human Resources provided an update on Single Status.

Members were advised of the current position in terms of reaching an agreement with the Trade Unions. It was noted that there were some areas that were yet to be finalised and that the agreement would need national approval.

It was expected that if national approval was achieved, letters to employees would be issued at the end of October 2007.
