REGENERATION AND ENVIRONMENT LOCAL DEVELOPMENT DOCUMENT PREFERRED OPTIONS AND SHOP FRONTS AND ADVERTISEMENTS SUPPLEMENTARY PLANNING DOCUMENT CONSULTATION
RESOLVED that:

1. The report be noted.

2. The Head of Spatial Planning will be asked to consider the undertaking of additional monitoring exercises in relation to the Housing Assessments.

The members of the Panel considered the copies of the powerpoint slides on the Local Council Tax Support Scheme Consultation.

The Panel were provided with the:

-Background to the changes following the introduction of the Welfare Reform Act and Local Government Finance Bill
-Timescales for the consultation and implementation of the scheme
-Financial Implications
-Claimant Case Breakdown
-The proposed scheme and the principles behind it (full details were available at http://www.stockton.gov.uk/resources/consultation/ctaxbenefitsupport/Proposed_Local_Council_Tax_Support_Scheme.doc
-Council Tax Base Implications
-Details of Government Consultation exercises that considered the Council Tax Base and funding implications for Local Precepting Authorities
-Arrangements for responding to Consultation (Stockton Borough Council and Department of Communities and Local Government)

Clarification was given on the differences between the principles identified in the draft scheme

Discussion took place regarding:

-Whether the government funding relating to local precepting authorities would be rolled into the core funding on a yearly basis
-Which option was perceived to be preferred by the Government
-Setting of precepts by the Parish Councils

The Panel were provided with a briefing on The Regeneration and Environment Local Development Document and Shop Fronts and Advertisement Supplementary Planning Document (SPD) which would form part of Stockton-on-Tees Local Plan (formerly termed Local Development Framework).

Discussion took place regarding:

- The Housing Assessment, the undertaking of additional monitoring exercises were requested by Parish Council representatives
-The improvement of highways infrastructure
-The varying attendance at the drop in session which was dependent on the number of proposed or possible developments in the area
-The themes/concerns raised at the drop in sessions.

A response was provided to the enquiry made by Egglescliffe & Eaglescliffe Parish Council in relation to the fire damaged shopping precinct in Eaglescliffe.
