Cllr Nigel Cooke declared a personal non prejudicial interest in agenda item 5 - Overview of Community Services and Economic Growth and Development Services as he was a non remunerating member of Tees Valley Music Alliance.

Consideration was given to the minutes of the meeting held on 12th September 2016.

The Committee received an overview of Community Services and Economic Growth and Development Services.

The report presented to members gave an overview of the services, highlighted key achievements during 2015/16 along with a summary of key challenges for the year ahead and referenced some of the emerging issues which were likely to impact on future delivery and performance of services.

Members were then given opportunity to ask questions/make comments that could be summarised as follows:-
- The emergency planning event on 10 November for the scrutiny review of flooding resilience was useful for Members to observe.
- Had the delays in the new LED lighting scheme had an effect on the cost savings that were predicted? Expected savings had not been reached but it was hoped that now a new provider had been appointed savings would be achieved.
- What stage was the plans for the crematorium at? Expressions of interests had been sought.
- What progress had been made on the opening of the Globe? It was in the final stages of approval with the Heritage Lottery and provisionally would open in 2018/19.

The Committee requested information on numbers of Empty Homes in the borough.

Members thanked the officers for the overview provided.
