Consideration was given to the draft minutes of the meeting held on 15 June 2015.

Members considered information on the Scrutiny Review of Boundary Signs. Key points were highlighted as follows:

- There were 26 Stockton-On-Tees boundary signs across the Borough located at the boundaries of Middlesbrough, North Yorkshire, Darlington, Hartlepool and Durham.

- Signs were also in place within the highway for the town boundaries of Billingham, Thornaby and Yarm in addition to rural villages. It was highlighted that these signs were provided and maintained by the relevant town/parish council.

- In relation to current legislation, Members heard that the Traffic Signs Regulations and General Directions 2002 prescribed the detail of signs on the highway.

- It was highlighted that the Traffic Signs Regulations and General Directions (TSRGD) was currently being revised by the Department for Transport.

- In 1996 the abolition of Cleveland County Council saw the duties of the Lord Lieutenant divided between Durham and Yorkshire for Ceremonial purposes in Stockton.

- Members were presented with possible locations for historic County signs in addition to information based on river crossing boundaries.

Members raised the following points/questions:

- Members asked for reasons why SBC did not advertise events such as SIRF on Highway Boundaries. It was heard that while advertisement opportunities existed, there were statutory regulations in place which restricted the levels of advertisements.

- It was asked whether SBC would consider evidence from Town and Parish Councils during the Scrutiny Review of Boundary Signs. Members heard that a discussion took place at a tri-partite meeting regarding input from Town and Parish Councils, it was decided that formal consultations would take place once the legislation was released but if representation was made to the committee it would be taken as evidence for the review.
