Consideration was given to the draft minutes of the meeting held on 16 May 2016.

Members were presented with the Action Plan setting out how the agreed recommendations from the Review Of Foetal Alcohol Spectrum Disorder (FASD) would be implemented and target dates for completion.

Consideration was given to the assessments of progress on the implementation of the recommendations from the Reviews of Affordable Warmth, Child Poverty, the effects of Arts and Culture on Wellbeing, and Choice Based Lettings .

In relation to the Choice Based Lettings review, Members queried the progress against the introduction of auto-bidding, and the development of a more ‘estate agent' approach to advertising properties. Representatives from Thirteen outlined that auto-bidding was almost complete, and that a range of measures had been taken including having advertising stalls at Thornaby market. A number of teams were also due to be co-located and this should help joint work to reduce number of empty properties.

Consideration was given to an overview of Early Years Provision in the Borough.

It was noted that uptake of under 5s in early years provision had improved and the ratings of settings were almost universally Good or Outstanding, however outcomes could be improved. A range of work was undertaken by the Early Years Team, in order to try and influence local delivery in the independent sector.

It was requested that information on the work of the Early Years Engagement Worker, and copies of the Moving Forward in Early Years Transition Guarantee document be circulated and discussed at the next meeting.
