Cllr Maurice Perry declared a personal, non-prejudicial interest in respect of agenda item 4 - Review of Sustainable School Travel Strategy, due to being the Chairman of the Education Support Panel.

Consideration was given to the content of the draft minutes of the meeting held on 21st January 2008.

As part of the Review of Employability the following witnesses had been invited to the meeting to give evidence to Members:-

Jane Sinclair - School Travel Advisor
Neil Ellison - Group Leader: Road Safety
Jonathan Kibble - Senior Road Safety Officer

Tilery School - Mrs Fender (Teacher) and 3 Pupils
Conyers School - Mr Morgan (Headteacher), Mr Dillon (Assistant Headteacher) and 4 Pupils
Junction Farm - Mr Jones (Headteacher) and 2 Pupils

The evidence provided by Tilery School covered the School Travel Plan and the following key areas:-

1. The new works that had been completed around the school which included - Cycle Storage, Widened Paths, New Gateways, Sleeping Policeman, Drop Kerbs, New Fence

2. Pedestrian Training, Cycle Training, Cycle Safety Check

3. 97% of Pupils walk to school

4. Gold Healthy School and Green Flag School

The evidence provided by Junction Farm School covered the School Travel Plan and the following key areas:-

1. The initial problem - issues were shown by: parking complaints from residents, parents, pupils and unfulfilled pupil preferences

2. Incidents involving school users and residents

3. Consultation with local residents/parents/pupils and other partners - local Councillor, SBC Travel Plan Team, Road Safety Officers, Community Constable, Enforcement Team, Maintenance Officer, private independent sector child care providers

4. The Plan - Key Objectives and Key Aims needed to reduce the number of journeys made by car or other vehicle to and from school.

5. The Actions that had been taken and the results of a Pupil survey.

The evidence provided by Conyers School covered the School Travel Plan and the following key areas:-

1. An outline of Conyers School Travel Plan.

2. Travel Grant Bid 2005 - 2008

3. The results from a survey of the forms of travel to and from school

4. School gate congestion and travelling problems

5. The new bus service

6. The future for Conyers School - Connect2 and Pelican crossing points

7. How the Council can help

As part of the presentation the following documents were circulated to Members:-

1. Conyers School Induction Booklet 2007/08

2. A "Your Journey To Conyers" leaflet

3. A "How we can minimise congestion at our school gate so that students remain safe" leaflet

Members were given the opportunity to ask questions and make comments on the presentations.

The Chairman thanked all of the teachers and pupils that were in attendance at the meeting and for all the work that had gone into the presentations.

Jane Sinclair - School Travel Advisor, Neil Ellison - Group Leader: Road Safety and Jonathan Kibble - Senior Road Safety Officer then outlined their roles and responsibilities to Members.

The Scrutiny Officer updated Members with regard the Project Plan and Work Programme for the Committee.

Members suggested Park and Ride as a possible idea for a future review topic.

Members were also requested to forward any ideas for future reviews to the Scrutiny Officer.
