CONCLUDED that the minutes of the meeting held on 19th May 2008 be approved and forwarded on to Council for consideration.

MONITORING - PLANNING SERVICES REVIEW
CONCLUDED that:-

1. The progress update will be forwarded on to Cabinet.

2. The Planning Services review will be brought back to Committee in six months to observe the maintenance of the implemented changes to the Planning Department.

HIGHWAY NETWORK MANAGEMENT
CONCULDED that:-

1. The evidence be noted.

2. The Risk and Insurance Manager be invited to the next meeting to advise on the allocation of funds for insurance claims made as a result of injury from road or pavement faults.

3. The Committee receive further evidence on surveys and assessments - inspection and maintenance regime to be documented along with the criteria used to determine when maintenance is necessary and be provided to the Committee.

4. The Members' Questionnaire be sent out to Councillors.

Consideration was given to the draft minutes of the meeting held on 19th May 2008.

Members considered the assessments of progress, which were provided in the progress update on the implementation of previously agreed recommendations.

Members were pleased with the progress and congratulated the Head of Planning on the improvements.

Members considered the following evidence:-

- Ipsos MORI data - satisfaction with road and footpath maintenance
- Viewpoint Focus Groups from December 2005 - road and footpath maintenance
- Care For Your Area performance data
- Care For Your Area - Analysis of Highways satisfaction surveys for November 2007
- Care For Your Area - Analysis of general satisfaction surveys for November 2007
- Highway, results of questionnaires 2007/08
- Examples of Letters to residents and Members of work to be undertaken, cards sent out by Tarmac National Contracting informing residents of work to begin, signs used, Marketing and Communication Strategy for the Highway Service in particular 'Find and Fix' and a draft copy of a questionnaire for Councillors regarding Highway Network Management.
- Presentation on: The process for determining the work programme for highways; the additional funding for highways received following the results of the 2006 MORI Poll; how members were informed of works in their ward; Publicising Schemes including letters to residents, the signing strategy and advance information boards; the Roadwork's report; and post-completion questionnaires.

In relation to 'Find and Fix' leaflets, the Chair requested that font size of the phone number be significantly larger. Officers advised that it would be taken into consideration.

Members queried the allocation of money for insurance claims compared to the allocation of funds for road and pavement maintenance. Officers advised that the Risk and Insurance Manager would be the best person to answer the query.
