Cllr John Fletcher declared a personal non-prejudicial interest relating to the item entitled Efficency, Improvement and Transformation review of Commissioning and Provision of Public and Community Transport as he was the Chair of the Public Transport Forum.

Consideration was given to the minutes of the meeting held on 3rd June 2009.

Members of the Committee were presented with an action plan relating to the previously agreed recommendations for the review of Pavement Parking. The Committee agreed for an initial progress report on the actions in October 2009.

The Committee was presented with an action plan relating to the previously agreed recommendations for the review of Highway Network Management. The Committee agreed for an initial progress report on the actions in October 2009.

The Committee received updated baseline information, including detailed financial information, and briefing notes for each of the services within the review. Members discussed the information and the following was highlighted:-

- School Transport would allocate seats to children who are eligible for free school travel and any seats left would then be sold on at a rate of approximately 1 a day.
- Community Transport education service current cost was three million pounds, two million of this was directly attributed to special needs transport.
- Members questioned the 3rd Party expenditure outlined and requested further analysis; the Committee also requested further details of the 'supplies' noted in the financial information.
- Responsibility for transport was divided into two departments, Development & Neighbourhood Services and Children, Education & Social Care. It was queried whether there would be benefits in the service being under one department.
- Organisations such as NHS Trusts did not need to forward funding to Local Authorities to commission a public bus route to their services, but could arrange a contract directly with the Public Bus Companies.

Members agreed that it would be beneficial to set up sub groups meetings to consider each of the three areas within the review in more detail and report back to the Committee. The Members present stated which sub group they would attend:-
- Concessionary Travel and Path Finder Concessionary Travel Scheme - Cllr Noble
- Supported Borough Bus and Challenge Bid Funding - Cllr Fletcher
- Dial-a-ride, Home to School and Adult Services - Cllr Cains

The Chairman agreed to take part in all three. Members of the Committee not in attendance would be contacted by Officers following the meeting regarding the sub groups, and meetings would be arranged in consultation with Members' Outlook calendars.
