Members were asked to consider the assessments of progress contained within the attached Progress Report on the implementation of the recommendations from the reviews of Highways Network Management and Pavement Parking.

Highway Network Management

Recommendation 1:
Members requested that Officers ensure all relevant information regarding schemes in their local area is included in the regular update.

Recommendation 2:
Members requested that CFYA e-mail Councillors with dates when high way inspectors were going to walk the ward, as a reminder, on a regular basis.

Recommendation 5
Members were informed that the annual report on the performance of utility companies would be available early January and available in the Members Library.

Pavement Parking

Recommendation 2:
Officers undertook to email the priority rating matrix to the Committee when this was completed.

Recommendation 5:
Further to the initial findings of the inspections of illegal footway crossings, potential solutions to the issue were to be explored.

Recommendation 7:
The Committee were informed that the 'Think B4 U Park' campaign had been delayed, however a series of three articles would appear in Stockton News, the first article to be published in the November edition, with the website and other campaign material launched in conjunction with the third article.

Recommendation 9:
The Chair requested that, in addition to the action in the progress report, letters be sent to all drivers of SBC vehicles asking them not to park or manoeuvre their vehicles on footways wherever possible.

Recommendation 14:
The Committee agreed that this recommendation could be signed off as fully achieved.

Members requested that the following documents be uploaded to the intranet for ease of access for members:
• Highway Maintenance Policy
• Annual Report on utility companies performance
• Highway Safety Inspection Manual
• Enforcement Officers roles and powers briefing

The Committee was asked to consider the assessments of progress contained within the Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of Employability, Street Lighting, and Sustainable School Travel.

Sustainable School Travel

Recommendation 5:
Members were informed that 66 of 81 schools had a travel plan, and 10 schools where in the process of developing a travel plan. 5 schools had not engaged and these were:-
- Westlands, Harewood Primary, Hardwick Primary, St Gregory's Primary and Mill Lane Primary.

Recommendation 9:
Further information was requested regarding the progress of the Connect 2 project and Cabinet report.

Employability

Members requested a reviewed completion date on when recommendation 8 would be implemented.

Street Lighting

Members commented that the revised completion date of January 2010 meant that the assessment of progress for recommendation 5 and 6 was category 2 - On Track.
