Minutes of the meeting held on 5th October 2009 were signed by the Chair as a correct record.

Consideration was given to the minutes of the meetings held on 2nd November 2009 and 16th November 2009.

Members received a presentation detailing the three service areas that report to the Committee: Regeneration & Economic Development; Planning Services; and Technical Services. Members were informed of performance, highlights and achievements of those services in the last year which included:-
- Thornaby Town Centre
- Splash Extension
- Studies completed to provide evidence in the LDF process e.g. Wind Farm Capacity
- High performance rates for Planning Applications
- Funding secured for transport schemes within Tees Valley
- Infinity Bridge

The Committee were also made aware of emerging issues over the next year:-
- Lower Employment/High Unemployment
- Securing funding for developments within the economic climate
- Delivery of Local Development Framework
- Street Lighting PFI bid.

Members were reminded that there was an opportunity to forward any suggestions for urgent review topics for 2010/11 Scrutiny Work Programme, to be considered by the Scrutiny Liaison Forum and Executive Scrutiny Committee.
