Consideration was given to the minutes of the meetings held on 26th July 2010 and 16th August 2010.

Members were advised of focus groups that would be taking place for the specific purpose of consulting on Events, Arts and Tourism.

Some Members wished to attend and observe the focus groups but were advised that officer experience showed that people did not fully participate if elected Members were in attendance.

Discussion took place regarding charging for events. If charging took place suggestions such as charging for vantage seating/standing, charging smaller amounts for all performances, charge for the music events. Charging for parking in parks was suggested; however it was observed that this would encourage parking in residential areas.

It was observed that Market Traders should be consulted in this review as their perception was that takings were reduced when any event was held in Stockton Town Centre.

Members were advised that the Stockton-on-Tees Borough Council web site provided for feedback on events, arts and tourism. Officers also advised that during events officers obtained feedback from members of the public.

Discussion took place regarding ways in which Stockton-on-Tees Borough and the events held in the Borough could be publicised in other towns around the United Kingdom.

Clarification was given on previously agreed recommendations and further details were provided in relation to cost analysis for recommendation three.

Officers observed that the cost analysis had factored in the possibility of another bad winter comparable to 2009, however this might not be the case and so there would be an underspend. If there was a longer period of severe weather it could result in an overspend.

The Government had confirmed that there was a lack of salt therefore the issues for the Council were availability of salt and finance.

Following Members queries, Officers confirmed that Stockton Council purchased rather than leased gritters due to the savings achieved.

Members were advised that the next scheduled meeting would be held on 8th November, however if was observed that an additional meeting should be arranged in October to ensure that the committee kept with the required deadline.

The Chair advised that he and the Vice Chair attended the Rat Race which had been a good event.
