CONCLUDED that:-
1. the draft recommendations be agreed with the above slight amendment;

Cllr Norma Wilburn declared a personal non prejudicial interest in the item titled Efficiency, Improvement and Transformation (EIT) Review of Regeneration and Economic Development as she was a Member of the Know How North East Board.

Cllr Michael Clark declared a personal non prejudicial interest in the item titled Efficiency, Improvement and Transformation (EIT) Review of Regeneration and Economic Development as he occasionally provided paid consultancy work for Know How North East.

The minutes of the meeting held on 18th July 2011 were signed by the chairman as a correct record.

Consideration was given to the minutes of the meeting held on 12th September 2011.

The Committee was provided with a report providing details of the draft recommendations and draft equality impact assessment. Members considered each recommendation individually and agreed that they be included in the final report with a slight amendment to recommendation 12 in order to ensure that it included details of the development of a business loan scheme to replace the business grant scheme.

Members noted that the development of new staff structures for the Regeneration and Economic Development service was a task delegated to the Head of Service, however they would like the final EIT Review report to contain some details of the likely impact on staffing within the service, and to be made aware of key staffing changes resulting from the EIT Review through the ongoing monitoring reports process.

On the wider issue of staff changes throughout the Authority resulting from EIT Reviews and other efficiency measures, Members of the Select Committee felt that it would be useful if there was a process in place to communicate these changes to all Members.

Members were reminded that next meeting was 14th November 2011 in which the following would be considered:-
- Final report for the EIT review of regeneration and economic development
- Baseline information for the EIT task and finish review of highways.

The presentation on the Borough's events scheduled for the 24 October would now be provided to the Committee on 5 December.

Members suggested that the following be considered for future reviews:-
- The economic regeneration of local shopping parades;
- The location and usage of taxi ranks throughout the Borough.
