Consideration was given to the minutes of the meeting held on 19th March 2012.

Members were presented with an overview of Regeneration and Economic Development, Planning Services and Technical Services. The key achievements for the services were highlighted together with the following:
- Service area responsibilities.
- Emerging issues for each service area.
- Key achievements of each service area.
- Performance
- Impact of past reviews

The Head of Regeneration and Economic Development highlighted the work undertaken in the areas of:
Business Engagement including Stockton Business Centre, and Tourism
Economic Strategy;
Employment and Skills including Enterprise, and Tees Achieve
Major Projects and Town Centres; and
Tees Valley Unlimited/Local Enterprise Partnership.

Members enquired about the completion date of the Globe Theatre and the future of the former Swallow Hotel building. They were informed that The Globe could complete in 2014 or 2015 as extensive and sympathetic redevelopment was required. The Swallow Hotel lease was still being discussed but it would not operate as a hotel.

The Committee asked about the North Shore development and were told that phase 2 would be considered for planning approval in May or June 2012 and that other development may take place in the future.

The Head of Planning highlighted the work undertaken in the areas of:
Building Control;
Development Services;
Planning Administration; and
Spatial Planning.

The Committee queried whether changes whereby planning applicants no longer had to use the Council's Building Control had reduced the department's income. The Head of Planning stated that other building inspectors could undercut the Council's fixed fees. A discussion with the Building Control Manager was needed to attempt to identify the level of lost income.

Members also requested further information on the emerging issues for Planning Services to assist them to understand the complexity of the department's work.

The Head of Technical Services highlighted the work undertaken in the areas of:
Traffic & Road Safety
Urban Design
Environmental Policy
Highway Network Management
Flood Risk Management
Community Transport
Civil Engineering
Schools Capital Projects
Design Services including Architectural Design, Mechanical & Electrical Design, and Quantity Surveyors
Maintenance Services

Members thanked officers for the work they undertake and the information provided to Committee.

Members were reminded that at the next meeting on 11th June 2012 they would start the review of long term empty/abandoned properties.

The EIT Review of Highways was due to report to Cabinet in May 2012.

A report examining the issue of Local Shopping Parades that had been discussed by the Committee would be presented at a forthcoming Executive Scrutiny Committee meeting.
