Consideration was given to the minutes of the meeting held on 30th April 2012.

Members considered the assessments of progress contained within the provided Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the EIT reviews of Regeneration & Economic Development and Events, Arts & Tourism.

The Committee agreed that the assessments of progress for the implementation of recommendations with financial savings should stay on the monitoring until the predicted savings had been achieved.

Members considered the scope and project plan for the Review of Empty/Abandoned Properties. Members requested that a more defined meaning of commercial properties was needed.

Members questioned the need for a site visit during this review and agreed to delete this from the project plan.

The Committee then received a presentation on Long Term Empty and Abandoned Properties. The main points included:-
- An introduction to the problems caused by empty properties.
- Number of empty properties within the borough was approximately the same size as Grangefield ward.
- Problems associated with empty properties i.e. anti-social behaviour, arson risk, fly tipping, dilapidated and run down properties.
- Priority list database which included 162 properties.
- The process for dealing with reported empty properties and the priority risk assessment that was carried out.
- Cost associated with dealing with empty properties included loss of Council Tax, costs to Council Services, works in default costs, debt recovery costs, formal enforcement action and loss of New Home Bonus.
- The different SBC Services and external agencies who were involved with empty abandoned properties.
- The different obstacles which the team faced with the properties i.e. finding who owned the property and tracing the owner, property turnover, costs of works which were carried out in default, prosecutions and costs and debt recovery.
- The current actions which could be taken and the formal toolkit.
- The benefits of returning empty properties back to use.

Members requested that a glossary be provided to assist their understanding of the topic.

Members were keen to learn of the locations of empty properties and were informed that a map would be developed to identify how wards are affected.
