Consideration was given to the minutes of the meeting held on 3rd December 2012.

Members received information regarding the changes to Council Tax charges for empty dwellings. The Committee were reminded that they had considered a report on 10th September as part of the review which detailed that draft scheme. This report contained further information regarding the responses received from the consultation which had taken place from 15th October 2012 - 6th January 2013.

Consultation activities included:
- Press Release
- Article in December Stockton News
- Poster/Questionnaire in Customer Service Centres
- Information on the web site along with on-line questionnaire
- Letter to local developer, landlords, and RSL's drawing attention to the proposals and consultation exercise.

There had been 22 responses received up to 2nd January 2013 which meant the results were unlikely to be particularly statistically representative. Members received details surrounding the responses to the responses to the questionnaire.

The Committee also received the draft final report for the review of Empty/Abandoned Properties. Members considered each recommendation individually and agreed the draft final report.
