Consideration was given to the minutes of the meeting held on 16th July 2012.

Members received information regarding the Section 215 of the Town and Council Planning Act which included:
- Section 215's could only deal with the external appearance of properties, once it was served owners could appeal if they thought they were being asked to do too much.
- If work was not done then then works could be completed in default and a charge placed on the property or, a series of letters would be sent giving deadlines for the work to be done.

Members requested the following:
- All Members to receive information regarding properties within their ward with a S215 notice.
- If possible, a notice be placed on the property to let members of the public know that SBC was dealing with it. It was noted that it would need to be checked with legal whether it would be possible.

The Committee also received information regarding the Draft Council Tax Discount Scheme. Members had already received some information at its meeting on 16th July 2012. The information provided included the following:-
- The Communities and Local Government (CLG) published the Technical Reforms of Council Tax consultation papers on October 2011 which sought views of a number of proposed changes to the Council Tax system. This included giving Council greater discretion over the reliefs to apply on second homes and certain empty properties.
- The CLG had published a Summary of Responses document confirming the intention to legislate a number of changes. The changes were included in the Local Government and Finance Bill which was expected to receive Royal Assent in the Autumn.
- Information on the proposed change in discount for 2013/2014 was provided.
- The timetable for implementing the changes was also provided. It was noted that once the changes were agreed the Committee would have finished the review but a report would be brought back.
Members requested further information on the following:-
- Detail on likely costs for collection and enforcement.

The Committee also commented that the changes with the new Council Tax scheme and Welfare Reforms would hit the most vulnerable people.
