Consideration was given to the minutes of the meeting held on 9th September 2013.

The Committee considered the assessments of progress contained within the Progress Updates on the implementation of previously agreed recommendations. There were outstanding recommendations from the Efficiency, Improvement & Transformation (EIT) reviews of Events, Arts, and Tourism, Regeneration and Economic Development, and the Task and Finish Review of Highways.

An initial update was given for the review of Empty and Abandoned Properties. The progress regarding the reprioritisation of empty properties (empty just over 6 months) to identify those that can be brought back into use sooner was amended to take regard of changes to benefits.

Members requested further information on the following:-
- The survey completed by owners of empty homes and the reasons behind them being empty.
- Staff coping with the extra workload from the new empty property charges.

At this point the Committee held a 2 minutes silence as a mark of respect to Britain's fallen servicemen and women.

Members were provided with information regarding the Review of Demographic Information that included:
- Cornwall Council guide to developing strategies, policies and procedures. This provided officers with evidence of good practice.
- Suggested outline for the Use of Demographic information Toolkit, headings and information that were suggested.

The Committee also received a demonstration of the LG Inform website that was being developed to store information for local authorities that could then be used to search for information and/or create reports.

Members requested further information on the following:-
- Cornwall Council be contacted to see how resource intensive using their Guide to developing strategies, policies and procedures was.
