Cllr Harrington declared a personal/non prejudicial interest in relation to Agenda Item No. 5 due to being an employee of the Library Service for Middlesbrough Borough Council.

Cllr Leckonby declared a personal/non prejudicial interest in relation to Agenda Item No. 7 further to being a member of the Stockton Cycling Club.

Members were provided with a report that outlined the progress against service performance for the third quarter of 2010/11. It highlighted achievements, areas for improvement, consultation activity undertaken, summary of Freedom of Information (FOI)requests, complaints, commendations and comments, RIPA update and provides details of suggestions from the staff suggestion scheme.

It was requested that further detail be circulated to Members by email on the FOI requests.

Discussion was held on the successful performance of the Road Safety Team, and it was stated that an article should be placed in Stockton News highlighting this.

Members discussed the footfall figures in Libraries and it was reported that figures may not be comparable with other Boroughs as many have different lending times, which could therefore affect footfall.

Members were provided with the final report of the Executive Scrutiny Committee Task and Finish Group report on Cycling on Pavements.

It was reported that the report would be presented to Cabinet in the new municipal year following the elections.

It was suggested that a copy of the report be sent to the Over 50's Assembly for information.

Members were presented with a referral from Council to examine the issues around gated communities and requested that the Executive Scrutiny Committee appoint a task and finish group after the May elections.

The Chairs provided a summary of the reviews that they had undertaken during the Municipal Years 2007/08 to 2010/11 and highlighted the key outcomes and impact of these reviews.
