Councillor Lupton declared an interest in item 5 'Scrutiny of Access to GP, Urgent and Emergency Care' as he served on the North Tees and Hartlepool NHS Foundation Trust Board.

Cllr Javed and Cllr Cook declared a disclosable pecuniary interest in item 5 'Scrutiny of Access to GP, Urgent and Emergency Care' as they were employed by Tees, Esk and Wear Valleys NHS Foundation Trust. Both Councillors had been granted a dispensation in this regard

Consideration was given to the minutes of the meeting held on 25 March 2014

The Committee considered a report that presented the outcomes of the Adult Services and Health Select Committee's review of access to GP,urgent and emergency care for residents of Stockton Borough.

It was explained that the Committee had found that demand on GPs, urgent care and emergency services continued to increase. This demand and the continuing pressure on budgets meant it was more important than ever to make the most of available resources.

Equally, the public expected to have access to care when needed; whether this was the ability to register at a GP Practice and receive appointments in a timely manner, or when calling 999.

Often it was the case that patients could have been treated by more appropriate services to the ones they had used. It was noted that, ultimately, people would go to where they were confident they would be seen and receive the treatment they needed, or believed they needed.

The Select Committee suggested that, in order to try and ensure that people used the right treatment at the right time, the system must be made as simple as possible to navigate with appropriate guidance communicated to local residents.

The Select Committee had recognised that a great deal of work was taking place on this agenda and it had has made recommendations to assist with these efforts. Details of all the recommendations were provided to members.

The Committee considered the report and its recommendations. The Committee agreed that the report was excellent and it requested that a recommendation be made to Cabinet that the report be widely circulated to partners and the public.

Members were provided with the Statutory Forward Plan 1 April 2014 - 31 July 2014.

The Committee noted that the Gypsy, Travelling, Showpeople Site Allocation Report was identified on the Plan. It was queried if this Committee could review the site allocation report at a future meeting.
