Resolved that this matter be deferred to the next meeting.
240 SCRUTINY WEBSITE DEMONSTRATION
RESOLVED that the Scrutiny Officer consider Members comments and make the appropriate changes to the Website.
241 MEMBERS ADVISORY PANEL
RESOLVED that the update be approved for submission to the Members Advisory Panel.

Preamble

240Members were provided with a demonstration of the Scrutiny Website which could be accessed through the Stockton on Tees Borough Council Site. Members were taken through the site and the various information that was available to view. Members requested some changes to the Section ‘How to get Involved'.
241Members were presented with a draft update to Members' Advisory Panel on progress on the implementation of the Council's new scrutiny co-ordination arrangements.

Following a Member Seminar and consideration by the Members' Advisory Panel, Cabinet at its meeting on 3 November made recommendations for new Scrutiny Co-ordination arrangements. These arrangements were approved by Council on 14 December 2005.

The Members Advisory Panel considered the terms of reference and compositions of the Executive Scrutiny Committee, Scrutiny Liaison Forum, Audit Committee and the six thematic Select Committees at its meeting on
19 December, these were subsequently approved by Council on 5 January 2006.

On 8 March the Scrutiny Liaison Forum considered a schedule of potential topics for review by the Select Committees, the Executive Scrutiny Committee then agreed a topic for each Select Committee to review and a timetable in which to complete the review. It was also agreed that reports back from Chairman be provided at each Executive Scrutiny Committee to monitor progress/performance.

The Scrutiny Team Leader post was now in place and the Team had prepared a draft Scrutiny Toolkit that would be finalised following comments from Members and the review of scrutiny arrangements in the Autumn.
242The Scrutiny Team had met with the Research and Consultation Manager to discuss the approach to consultation as part of each review. It had been agreed that in future the Research and Consultation Manager would be involved in the initial meeting at the start of each review to provide advice on consultation for part of the scope and project plan.
243The Vice Chairman provided an update to Members on the Review of Preston Hall and Park, the review remained on target.

An update was provided on the Review of Teenage Pregnancy, the timescale for the review remained unchanged.

The Chairman provided an update on progress made on the Review of Corporate Consultation, the timescale remained unchanged.

An update was provided to Members on the progress on the Review of Street Lighting, the timescale had been altered further to the addition of an additional meeting to collect further evidence. The report was due for final submission on 4 January 2007.

The Chairman provided an update on the review of NHS Dentistry Provision which remained on target. The Health Select Committee had also been updated on the outcome of the Joint Health Scrutiny Committee following its consideration of Professor Darzi's proposals and had agreed an Officer Delegation to send a referral to the Secretary of State on behalf of Stockton on Tees Borough Council.

The Vice Chairman provided an update on the Review of Tristar, the timescale for the review remained unchanged.
