Cllr Gibson declared a personal/non prejudicial interest further to being a member of Newtown Community Resource Centre.

Cllr Mrs Trainer declared a personal/non prejudicial interest further to her husband working for the Youth Service.

Members were provided with a report that presented the project plans for the four reviews that would be reporting in to Executive Scrutiny Committee, which were as follows:-

Commercial Trading Services
Domestic Violence
Advice and Information
Youth Service/Youth Provision

Members held discussion on each of the reporting in reviews. It was requested that during the Commercial Trading Standards review that when highways schemes/improvements were being undertaken that they do not clash with redevelopment schemes. With regard to the Domestic Violence review it was requested that advice be sought on providing positive publicity.

With regard to the review of Youth Services/Provision it was stated that a meeting of the Children and Young People Select Committee would be held in August/September to which all members would be invited to contribute towards the review. The review had began in advance of the EIT programme and was now approximately half way through and would be reporting to Cabinet in October.

Members were provided with the statutory forward plan for 1st June - 30th September 2009.

Corporate, Adult Services and Social Inclusion Select Committee

The Committee were undertaking a review of Communication, Consultation and Engagement as part of the EIT programme. It was anticipated that the timescale for the review was to be completed in order to report to Cabinet in November 2009.

Arts, Leisure and Culture Select Committee

The Committee were providing independent challenge to the following three 'gateway' reviews as part of the EIT programme:-

Adult Operations
Highways, Lighting and Network
Property and Facilities Management

Housing and Community Safety Select Committee

The Committee would be undertaking a review of the Council's Regulatory Services as part of the EIT programme.

Environment Select Committee

The Committee would be undertaking a review of Carbon Management. This was not an EIT topic but the review would be conducted in a similar way.

The Committee would also be receiving update reports on their reviews of:-

Cemeteries and Memorials Phases 1&2
Rats and Pigeons
Customer First
Waste Management

Regeneration and Transport

The Committee were undertaking an EIT review on Commissioning and Provision of Public and Community Transport.

A meeting of the Public Transport Liaison Forum would be held on 11th July at ARC to which all Members would be invited.

Children and Young People Select Committee

The Committee would be undertaking an EIT review of Child Placements and Residential Care.

Members had received a comprehensive action plan for their review of Obesity. The Chairman stated that the action plan was an excellent document produced by Elizabeth Shassere.

Health Select Committee

The Committee were undertaking a review of Fair Access to Care which was anticipated to be reported to Cabinet in February 2010.

The Committee was also undertaking consultative work with the Stockton LINk and the North East Ambulance Service Foundation Trust Application.
