The minutes of the previous meeting held on 20th December 2011 were agreed as a correct record.

Members were provided with the final report of the Housing and Community Safety Select Committee following their EIT Review of Community Safety and Security Services.

Cllr Julia Cherrett highlighted the key points and recommendations within the report.

Members requested confirmation on how the posts seconded from Cleveland Police were funded. Cllr Cherrett would clarify and email this information to Members.

Discussion was held on the promotion of the Care Call Service.

Consideration was given to progress of the implementation of previously agreed recommendations. There were outstanding recommendations from the reviews of:-

• EIT Reporting In Review of Advice and Information
• EIT Reporting In Review of Procurement and Commissioning
• EIT Task and Finish Review of Xentrall
• EIT Task and Finish Review of Democratic Services
• Scrutiny Review of Outside Bodies

Members agreed to delete Recommendation 5 from the EIT Review of Advice and Information as the PCT was due to cease in 2013 and it had not been achieved.

Members held discussion on Recommendation 1 of the EIT Review of Procurement and Commissioning. Members would like to receive an update at each meeting on the progress of the centralised approach to Category Management in Procurement.

Discussion was held on Recommendation 7 of the EIT Review of Democratic Services with regard to LSP meetings. The Chair would discuss this matter further with the Chief Executive and report back to the Committee.

Members were also provided with a Summary of 2011/12 Quarter 3 EIT Review Updates.

Members held discussion on the EIT Review of Highways, Lighting and Network Management and requested that an update be received on progress on 'half lamp standards'. It was also requested that 'Hydrogen Cell' be picked up in the Energy Review.

Members requested further information regarding the outstanding savings following the EIT Review of Events, Arts and Tourism.

Members were provided with the Statutory Forward Plan for 1st February 2012 to 31st May 2012.

Members held discussion on the Strategic Housing Land Availability Report and suggested that an all Member Briefing would be welcomed on this matter.
