AGREED that the referral from Cabinet to undertake further work, as part of the Scrutiny Work Programme be approved in principle and that officers begin to consider the scope for further work, looking at residents' satisfaction, service improvement and transformation opportunities, and report further to Executive Scrutiny in July.

Cllr Cooke declared a personal non prejudicial interest in relation to the item entitled Regional Scrutiny Review of the Health Needs of Ex Service Community and the item entitled Reports on Chairs Update, as he was an employee of Tees, Esk and Wear Valleys' NHS Foundation Trust, which was referred to within each item.

Cllr Kirton declared a personal non prejudicial interest in relation to the item entitled Regional Scrutiny Review of the Health Needs of Ex Service Community as he was a member of SSAFA, an organisation that raises money for the armed forces.

Members were provided with an update report on progress on the implementation of the actions applicable to Stockton on Tees Borough Council following the regional review of the health needs of the ex-service community.

It was reported that many of the recommendations, which were to ensure that ex-service personnel and their families were not disadvantaged due to their service in the Armed Forces, applied regionally. The recommendations relevant to the Borough had been considered by Cabinet in February 2012.

A report, summarising progress to date, was provided to members.

The Regional Health Scrutiny Committee had previously agreed to monitor progress against its recommendations on a six-monthly basis and would next meet to do this on 16 April. The information provided in this report would be considered by the Regional Committee at that time.

Subsequent to the completion of the regional review, the Government had promoted the Armed Forces Community Covenant scheme. Community Covenants aimed to encourage targeted support for the local Service and veteran community at the same time as being a two way agreement with local Service personnel being encouraged to support the community.

At its meeting held on 1 December 2011, Council committed to adopting a Community Covenant with local partners and representatives of the Armed Forces, and this had taken place at Council on 7 March 2012. Many of the actions in the draft version of the Covenant were based on the implementation of the actions emanating from the scrutiny review.

Members considered a report which detailed a request from Cabinet that included a further piece of work on Community Safety and Security Services in the Scrutiny work programme.

It was acknowledged that although the EIT review had successfully addressed efficiencies and savings, further work should be carried out to achieve an in-depth look at residents' satisfaction, service improvement and transformation opportunities.

The Scrutiny work programme was fully committed until September but Members requested that officers begin to consider the scope for further work and report back to Executive Scrutiny in July, in preparation for a review to be carried out in September.

Members were provided with a report, which advised of changes within the remits of two of the Council's Select Committees.

The changes had been agreed by Council in December 2011 and saw the Adult Services element of the Corporate, Adult Services and Social Inclusion Select Committee move into the terms of reference of the Health Select Committee to create a new Adult Services and Health Select Committee and a Corporate and Social Inclusion Select Committee.

Given this change it was suggested that it was no longer relevant for the Chair of Corporate and Social Inclusion Select Committee to attend the Health and Wellbeing Partnership and therefore Executive Scrutiny Committee was asked to amend the Scrutiny representatives on the Partnership.

Members were provided with the Statutory Forward Plan for 1st March 2012 to 30th June 2012.

Members discussed the item on the Forward Plan relating to the Regeneration and Environment Development Plan Document. In light of the fact that the statutory consultation period was still open, Members requested an all Members Briefing on the process.
