The minutes of the meetings held on 5th April 2012 and 24th April 2012 were signed by the Chairman as a correct record.

Consideration was given to the draft minutes of the meeting held on 22nd May 2012.

Consideration was given to the Scope and Project Plan of the Review of Energy Supply.

The main issues/services that would be covered by the review included:

- Expected significant rise in energy costs
- Need to obtain a stable, secure energy supply which would be clean and sustainable.

The Committee requested further information as follows:

- All viable forms of energy suppliers and sources presented by relevant representatives.
- Consultation with other Local Authorities in relation to their energy findings and strategies.

Members received a presentation regarding the Review of Impact of Welfare Reform from Julie Nixon (Head of Housing) and Linda Stephenson (Benefits Manager) which included:

- The reasons for the reform
- Shared Accommodation impact
- Local Housing Allowance
- Non Dependant Deductions
- Benefit Cap from April 2013
- Size Criteria (related to number of rooms)
- Local Council Tax Support from April 2013
- Local Council Tax Benefit
- Social Fund
- Personal Independence Payments from April 2013 which replaces disability living allowance
- Universal Credit which would replace Housing Benefit, Income Support, Jobseekers Allowance (income based), Income Related Employment and Support Allowance and Tax Credits.
- Draft Timetable
- Pension Credit
- Creation of a single Fraud Investigation Service
- Welfare Reform Project Board
- Streamlining of services
- Work Groups, Data Groups and Communications and Consultation Groups
- Research from the Institute of Local Governance

The main issues discussed were as follows:

- The need to regulate private, social landlords
- Lack of appropriate housing to deal with the migration
- Tenants would be affected due to the switch to monthly payments
- It would create more homelessness
- No clear picture of how many people it would affect. A single database was required which gathered all data from all sources
- Options for alternative dwellings were being considered
- Those in receipt of benefits were not understanding the impact the reform would have on them
- There was a lack of clarity around some of the reforms

The Committee requested the following:

- Regular updates be provided to the Committee
- An advertisement be placed in Stockton News informing residents of the changes and how it would impact on tenants.

Consideration was given to the contents of the draft final report and a number of recommendations were formulated for discussion at the tripartite meeting.

Final agreement would be reached at the next meeting.

Members were presented with the action plan setting out how the agreed recommendations from the EIT Review of Commissioned Carers and Independent Living Services would be implemented and target dates for completion.
